E.M.P.I.R.E., an acronym for Educating Motivating Prisoners Inspirational Re-entry Emissaries, represents our mission to educate, motivate, and inspire prisoners to reintegrate into society in a positive and pro-social manner. We firmly believe that those who seek improvements in the criminal justice system should join us at E.M.P.I.R.E. to make a difference.

Our goal is to witness prisoners emerge from their incarceration experience as better individuals, rather than worse ones.

My name is Stephen Ogden Jr..From the age of 12, I have been caught in the web of the prison system, grappling with addiction. Now, my resolve to build a brighter future for myself and others in similar circumstances is unwavering. This determination has led me to conceive E.M.P.I.R.E Foundation, an initiative poised to revolutionize the prison system through comprehensive reform. Our primary objective is to address the underlying factors fueling recidivism. To achieve this, we will implement holistic rehabilitation programs encompassing mental health assistance, addiction treatment, and vocational training. By collaborating with community organizations and policymakers, we will advocate for alternative sentencing, diversion programs, and the principles of restorative justice. E.M.P.I.R.E Foundation`s vision is to establish a prison system that is compassionate, fair, and transformative, putting an end to the cycle of incarceration.

Hello, I’m Cheryl Ybarra. I became a mother at 16, and by 25, I had four children. Nursing has been my career for 40 years since I started at 20. Over time, I had two more children, and I now take pride in being a grandmother to two granddaughters, a grandson, and several grand puppies. When my third child, Westley James Ybarra, was 13, he became involved with the Juvenile system. He completed an adjudicated program called ROP (Right of Passage), which cleared his juvenile record upon completion. Unfortunately, Westley’s legal troubles didn’t end there. At 17, he committed a crime that essentially cost him his life, resulting in a 42-year prison sentence. As a mother whose son has spent half his life incarcerated, I’ve witnessed the heartache and profound impact on my family. The financial strain of phone calls, commissary expenses, healthcare, and toiletries is overwhelming. I’m excited to be part of E.M.P.I.R.E Foundation LLC, aiming to bring about systemic change and raise awareness for crucial prison reform and the end of recidivism.

Presently, I'm engrossed in crafting captivating masterpieces for the much-anticipated release, "Confiscated Creations - The Amazing Stolen Art of Westley James." My artistic journey is complemented by academic achievements, having earned two associate degrees from Trinidad State.

Beyond the canvas, I harbor aspirations of pursuing a B.S. in nursing, driven by a profound desire to contribute positively and aid others. This dual passion encapsulates a harmonious blend of artistic excellence and a compassionate commitment to improving lives.
